石油企业信息管理系统的柔性设计

【摘要】回顾我国石油企业信息管理系统的发展历程,20世纪80年代上了不少MIS项目,整体上说产出效果不尽如人意,常见的情况是石油企业的信息管理系统长期见不到效益。在国外可以给企业带来效益的信息管理系统,来到中国石油企业却上线成功率不高。由于石油产业是一个较为特殊的行业,其企业信息管理系统也与普通企业的信息管理系统有较大的区别。具体而言,石油企业信息管理系统的应用是多系统交织、多环节传递、多因素合力、多角色协同的结果,任何一个因素、任何一个环节的成功都只是其成功的必要条件而非充分条件,而任何一个因素的缺失、任何一个环节的失误都可能导致系统实施的失败。柔性是应对变化与竞争的利器,多数成功企业的经验也表明:柔性是企业在剧烈变化的环境中求得生存和发展的一个重要和不可缺少的因素。

本文着力于研究石油企业信息管理系统的柔性设计,在论文的前半部分奠定了理论基础,研究了大量国内外关于信息系统和柔性管理的文献,分析了国内外石油企业信息管理系统的应用现状和存在问题,从中得到了许多对石油企业信息管理系统柔性研究的启示;后半部分从业务流程、系统之间、数据结构及软件平台四个方面对石油企业信息管理系统的柔性设计进行了具体分析,应用最广的方法有:基于构件开发(CBD)的业务构件、基于Web的网络开发方法、可扩展的标志语言XML和智能软件代理Agent,最后建立了石油企业综合查询系统模型和石油企业柔性指标评价模型,来阐述石油企业信息管理系统的柔性设计的实际应用和存在价值。

Flexible Design on Information Management System of

Oil Companies

【Abstract】Recalling China's oil enterprise information management system development milestones, a lot of MIS projects were on in the 20th century the 80's, but on the total, the output effect is not satisfactory. The common problem is that oil enterprises can’t find effectiveness even in a long time. In foreign countries, enterprise information management system can bring benefits to them, but when to China, the on-line success rate is not high. As the oil industry is a special industry, and its enterprise information management systems is different from general information management system of enterprises. In particular, the application of oil enterprise information management system is the result of multi-system, interwoven, multi-link transmission, multiple factors together, the results of collaborative multi-role. Each one of the factors, each step of the success is only a necessary condition for its success rather than a sufficient condition, and any loss of these factors, any mistake of the steps can lead to system failure. Flexibility is a weapon to the changing and competition, most successful enterprises’ experience also shows that: Flexibility is an important and indispensable factor when enterprises want to survive and develop in a dramatic changing environment. This article focus on the oil companies’ flexible information management system design. In the first, half of the paper lays a theoretical foundation on studying a great deal works about flexible management of information systems, and analyzes the domestic and foreign oil enterprise information management system status and problems, and at last gets a lot of oil companies flexible information management system Studies; the second half gives a specific analysis about the business processes, systems, data structure and software platform of enterprise information management system for oil flexible design. The most widely methods are: component-based development (CBD) of the business component, Web-based development methodology, scalable Markup Language XML, and intelligent software agents. Finally, establish a comprehensive referral system and flexible evaluate model state the value of designing and application of the oil companies flexible information management system.
