碳关税对我国出口贸易的影响与对策研究
摘要
进入21世纪以来，随着世界工业化进程的推进，环境保护的话题受到广泛响应，“低碳”经济的理念在近几年内在全球范围内迅速普及，并已对各国在制定和执行相关经济与贸易政策时起到重要影响。现如今，世界上一些发达国家，出于全球气候变暖和对碳排放的担忧拟开征的“碳关税”，其主要征收对象都是工业化程度不高的发展中国家，这也决定了“碳关税”的实质是一种新型贸易壁垒。
本文将重点研究“碳关税”对我国出口贸易的影响，一方面，通过借鉴国内外已有的研究成果，归纳分析“碳关税”的征收将对我国出口产生的不利影响，如增加我国产品出口成本，恶化我国出口环境，并一定程度上改变出口产品结构和贸易方式等。另一方面，以美国征收“碳关税”对我国输美贸易影响为例，量化分析“碳关税”的征收对我国出口贸易的影响程度。最后，鉴于“碳关税”对我国出口贸易的影响，结合我国的具体国情及相关的国际贸易规则，提出切实可行的对策建议。

Impact of the Carbon Tariff on Chinese Export
Trade and Countermeasures Research
ABSTRACT
Since entering the 21st century, with the development of the industrialization process, the topic of environmental protection has got widely response. Besides, during the recent years, the concept of “low carbon” economy has spread on a world scale rapidly, what’s more, which has an important influence on formulating and implementing relevant policy of economy and trade. Nowadays, some developed countries in the world plan to collect “Carbon Tariff” for the reason of worries of global warming and carbon emissions. The targets to be collect for the carbon tariff are almost those countries with low level of industrialization, which suggests that the essence of “Carbon Tariff” will be a new kind of trade barriers.
This article will focus on the research of impact on our country’s export trade aroused by the “Carbon Tariff”. On one hand, by reference to existing research results at home and abroad, it will conclude and analyze the harmful effects on our country’s export trade. For instance, increasing the export cost, worsening the export surrounding, and changing the structure of export product as well as the mode of trade on a certain extent. On the other hand, it gives an example that impact on China's exports of trade when the United States to impose \Tariff\At last, in consideration of the effects on our country’s export trade caused by carbon tariff, and based on China's specific conditions and related international trade rules, the practical and feasible countermeasures and suggestions are put forward.
