河南省FDI的现状、问题与对策分析
摘 要
随着经济一体化席卷全球，各国间资本流动的频率和资本流动的区域在不断的增强和扩大。跟着全球化进程日益加速，国际资本流动推入了一个全新的发展阶段。不光韩国、印度等新兴经济体国家竞相推出了吸引外资新方法，美国、德国等发达国家也扩大了对国际投资的交竞抢争夺。在国内主动利用外资加速发展已成为每省市的共鸣，运用外资的竞争也越来越大。二十世纪七十年代以来，在我国鼓励外商直接投资的领域中，河南省占据着重要地位，利用外资的能力不停加强，规模也在日益扩大，各行各业也进一步融入到全世界的经济体系中。近年来，外商对我国的资金投入总量一直在上升，但河南省利用外资的总额却偏少。
改革开放三十多年来特别是近年来，在政府和企业的共同努力下，河南省运用外资获取很大成就，推动了河南经济社会的加速发展。但与全国和沿海地区相比较，河南省充分利用外资还存在规模小，水平低，结构不合理，投资环境差等差距和问题。本文通过对河南省FDI现状的分析以及对河南省利用FDI趋势的研究，总结出河南省在利用FDI过程中存在的问题，提出了改善FDI环境，调动产业结构，促进产业化经营，完善政策法规,增强国际竞争力，引导外资向河南省不发达地区流入，坚持可持续发展等适应我国国情的、科学的、合理的政策建议，使河南省能够更加有效的利用FDI，从而达到推动河南经济发展的目的。

of FDI in Henan Province
ABSTRACT
With economic integration sweeping the globe, the frequency of capital flows and the region of capital flows are constantly strengthened and expanded. With the acceleration of globalization, international capital flows into a new stage of development. Not only South Korea, India and other emerging economies countries are competing to launch new initiatives to attract foreign investment, the United States, Germany and other developed countries have increased the international investment competition. In China, it has become the consensus of all provinces and cities to actively utilize foreign capital to accelerate development, and the competition of foreign capital is more and more fierce. Since the seventies of the 20th century, in our country to encourage foreign direct investment in the field, Henan province occupies a important position, to continue to enhance the ability of utilizing foreign capital, the scale is also growing, all walks of life also further into the world economic system. In recent years, the total amount of foreign investment in China has been increasing, but the total amount of foreign investment in Henan province is little.
Thirty years of reform and opening up, especially in recent years, under the joint efforts of the government and enterprises, Henan province has made great achievements in the use of foreign capital, and promote the rapid development of Henan's economic and social. But compared with the national and coastal areas, the full use of foreign

investment in Henan Province, there is a small scale, low level, irrational structure, poor investment environment and other gaps and problems. Based on the analysis of the present situation of FDI in Henan Province and Study on utilization of Henan Province FDI trends, summed up in Henan Province in the use of the problems existing in the process of FDI is proposed to improve the FDI environment, adjust the industrial structure, promote industrialization management, improve policies and regulations, strengthen the international competitiveness, to guide foreign underdeveloped area of Henan Province into, persist in the sustainable development to China's national conditions, scientific, reasonable suggestions, make Henan Province can be more effective use of FDI, so as to achieve the purpose of promoting the economic development of Henan Province.
