论医疗器械项目的融资风险与对策
摘 要
随着金融危机的不断蔓延，附加值不高的生产力密集型企业不断破产与倒闭，世界的经济市场出现一轮大的洗牌，立足科技创新的创业在这轮洗牌中立于不败之地。世界资本市场在这场金融危机中也出现新的动向，它们开始寻找新的经济增长点，而民生产业正是强劲的经济增长点。随着国家新医改方案的出台，国家对人民的医疗投入巨资，这是国内医疗器械企业的重大机遇，但是资金是国内大部分医疗器械企业首先需要解决的问题。项目融资是一种全新的筹资形式，它是“通过项目”而融资，以项目的资产、产品或者服务的收益抵押进行融资，可用较少的资本金获得数额比资本金大得多的贷款，使国内很多医疗器械项目实现了在传统融资方式下无法实现的融资目标。但项目融资涉及的资金规模大、期限长、参与方众多且结构复杂，还具有“有限追索”的特点，即对借款人拥有的项目之外的财产，原则上没有追索权或只有有限追索权，导致项目融资的风险很大，因此如何防范项目融资风险就显得格外重要。

Abstract
With the spread of the financial crisis, the value is not high productivity intensive enterprises continue to bankruptcy and the collapse of the world economic markets round of reshuffle, based on technological innovation and entrepreneurship in an invincible position in this round of reshuffle . World capital markets also appeared in this financial crisis, new trends, they began looking for a new economic growth point, but it is strong economic livelihood industry growth. With the introduction of the new national health reform program, the state of health of the people invested heavily, which is a major opportunity for the domestic medical device companies, but the majority of funding is the first medical device companies need to solve the problem. Project financing is a new form of financing, it is \assets, income mortgage products or services of the project financing, less capital available to get much larger than the amount of capital loans, so many domestic medical equipment project achieved under traditional financing methods can not achieve the goal of financing. But the money involved in the project financing large-scale, long-term, many participants and complex structure, also has a \recourse\is no recourse or limited in principle recourse project financing risk of large, so how to guard against the risk of project financing is particularly important.
