50rpm. At 0333L,the chief engineer got into the engine room to check it. At 03331/2L the main engine was stopped by hand for further inspection.
At 0438L on 4th ,our vessel dropped anchor at Changjiangkou North Anchorage for checking the main engine again. we didn't 34
find any problem about the main engine though we had been checking it until 1000L on 4th,then we guessed that maybe the
propeller is entangled by something.
At 1100L on 4th May., we contact to our owner apply for the permission to check the propeller by diver through our
agent(China shipping agency ,Shanghai)
At 1705L on 4th the working ship ‘HAIGANG 5’get alongside our port side and two diver commenced working .AT 1740L the diver
reported that they found our propeller being entangled all over by fishing net. At 2032L,some fishing nets and steel pipes were taken on deck. At 2150L ,all nets which entangling our main propeller were cleared .
At 2210-2219L on 4th, we tested our main engine and found it in good condotions. The facts mentioned above proved that the
abnormal condition of the main engine was caused by fishing nets entangling the propeller. Now the following losses of and damages to our vessel had been established with certainty: Employing diver to check our propeller and clear the fishing nets on it.
We reserve the right to check the parties under water further and claim such losses and damages from the parties concerned.

作为船舶驾驶人员,特别是船长,应熟练掌握本船的操纵性能,因为这是判断在狭窄水域内本船是否有足够水域掉头的依据,也是避让前方船舶或障碍物以及狭水道转向提前量的参考依据。
船舶旋回数据仅仅表明船舶在无风、流、浪、水域水深大于2倍吃水以上、船壳和车叶没有附加阻力状态下的操纵性能,而实际上船舶航行中经常受到各种外界因素的综合影响;因此船长应将操纵数据作为参考,还应在实际操纵过程中不断观测,总结船舶在各种外界因素影响和各种装载状态下的实际操纵性能,做到心中有数。船长也可向交班船长了解这些情况,作为自己操船时的参考。同时船长在操纵船舶前必须清楚环境的风流、水深等情况,充分考虑其对船舶的影响作用,对操纵留有一定的富余空间,才能安全、熟练操纵船舶,避免发生危险事故。
