摘 要
陕南地处秦巴山区，是陕西省生态环境脆弱、自然灾害频发的地区，也是我省最大的连片特困地区。2011年陕西省正式启动“陕南地区移民搬迁安置”工程，计划在未来 10 年内将 240 万人陆续从环境恶劣的地区迁出，堪称是建国以来我国最大的移民搬迁工程。
目前正处于工程实施的前期阶段，而生态移民效益评价既是检验前期工作成效，又是实现后期移民工作改进和提高工程效率以及质量的关键环节。本文在可持续发展理论的指导下，综合运用经济学，生态学相关知识及现有研究成果，通过实地调研、数据搜集、整理、归纳、筛选、补充等手段构建一套涵盖迁入区与迁出区的生态效益、经济效益以及社会效益的陕南生态移民政策评价体系；并以陕南云盖寺移民社区为研究背景，采用定性与定量相结合的方法对陕南生态移民政策进行实证评价研究；根据研究结果分析原因，并给出政策性建议。
评价结果表明：（1）陕南生态移民综合效益呈现上升趋势，前期工程状况总体良好；（2）陕南生态移民效益内部子指标呈现内部差异，经济效益最为显著，社会效益次之，生态效益前期并不明显；（3）生态移民搬迁极大改善了山区移民的社会生活环境，促进了区域经济的发展；（4）陕南生态移民实践中存在着产业发展、生态恢复、迁入区建设和管理以及过渡期贫困等问题，制约着生态移民效益的进一步提高。
为此，要进一步优化陕南生态移民政策，提高生态移民政策效益，认为还需要从加强产业园招商引资，改善移民就业状况；加强移民安置社区相关基础设施的完善工作；推动社区管理规范化；进一步完善移民社会医疗养老保障体系；重视迁出区与迁入区生态建设问题等入手，提高生态移民的政策效益。

Abstract
Southern Shaanxi is not only the ecologically fragile and natural disaster-prone areas, but also the largest contiguous poverty-stricken areas in Shaanxi province. Southern Shaanxi relocation and resettlement project was officially launched in 2011, in which the government plans to move out 2.4 million people from the poor environmental and poor life area one after another over the next 10 years. It is the biggest resettlement project in the history of New China.
Evaluation of ecological immigration benefits is the key link in the test of the early construction and the further improvement of project efficiency and quality. In this paper, we construct a ecological migration policy evaluation system which covers the ecological benefits, economic benefits and social benefits in outmigration area and migratory area. Then, we adopt a method of combination of qualitative analysis and quantitative analysis on empirical study of Southern Shaanxi ecological immigration policy based on Temple immigrant communities research. Finally, we put forward some policy suggestions for the Southern Shaanxi relocation and resettlement project .
The evaluation results show that:
(1) Ecological immigration comprehensive benefits are on the rise in the benign project implementation status .
(2) Performance indicators present internal differences, the economic benefits are more significant than social benefits and ecological benefits.
(3) Ecological migration improves the immigrant social living environment and promotes regional economic development to a great

extent.
(4) The further improvement of ecological immigration benefits is restricted by many problems in practice.
Therefore, It’s very necessary for the government to optimize the southern Shaanxi ecological immigration policy and improve ecological migration policy benefits. These measures such as strengthening the industrial park investment and community management ,improving the medical social old-age security system , paying more attention to solve the problems of ecological construction and so on, should be taken.
