Abstract:Inthehistoryofeconomydevelopment,sustainablecompetitiveadvantagesevolvedfrommanufacturecapa-bilitytocorecompetenceandknowledgeassets.Withthechangesbusinessmodelsofenterprises,itresultsinthefor-mationofmoderninnovativeenterpriseswhichrelyoninnovationtomakeprofits,survive,anddevelop.Basedonanal-ysisoftheevolution,athree-stagemodelofinnovativeenterprisesevolutionisproposed.Basically,theevolutionmodelconsistsofthefirststageoftechnologymanagement,thesecondstageofinnovationmanagement,andthethirdstageofintellectualpropertiesoperation,allofwhichformthegeneralbusinessmodelofinnovativeenterprises.Thehy-pothesesaretestifiedbythecasestudyontheevolutionofBaosteelGroupCorporation.Thepoliciesoffosteringinnova-tiveenterprisesaresuggestedthereafter.
