摘 要
政府是最大的信息生成和处理中心，如何将政府信息资源有效利用，如何
提高政府部门的行政效能，关键在于提高政府信息资源的共享水平和效率，为此，促进地方政府跨部门信息共享机制的建设研究成为当前研究的重点。本文主要从七个部分来进行论述：
第一部分对国内外关于政府部门间信息共享的研究现状进行分析，国外的研究较早于我国，我国对地方政府跨部门信息共享机制的研究大多处于分散不系统的阶段，本文将在前人的研究基础上采用文献研究法、举例法、规范研究的方法来对我国的地方政府跨部门信息共享机制体系进行系统的研究。
第二部分阐述了本文将要涉及的概念，包括政府信息资源、政府信息资源共享、地方政府跨部门信息共享及其特征以及地方政府跨部门信息共享机制。同时梳理了如资源依赖理论、信息流程理论、激励理论等相关的基础理论。
第三部分主要是对我国地方政府跨部门信息共享现状的理性审视，分析出我国在政府网站建设和数据库系统建设等方面取得了较大的成绩，但是仍然存在较多问题，如共享意识落后、相关法律法规滞后、政府部门间的利益矛盾、共享数据建设缺乏统一的标准造成严重的信息孤岛、缺乏协调管理机构、责任主体不明确、缺乏有效信息整合等问题。
第四部分通过分析我国地方政府跨部门信息共享存在的问题，提出关系、体制、资源、保障、利益和认识这六个影响我国地方政府跨部门信息共享的障碍性因素，并且在此基础上分析出根本原因是我国目前的共享机制匮乏，包括缺乏统一的联动管理机制、缺乏数据标准规范保障机制、缺乏利益补偿机制、缺乏信息资源整合机制等。
第五部分对国外先进国家的建设情况及推进措施进行分析，总结出对我国有借鉴意义的经验启示，用以引导我国当前的地方政府跨部门信息共享建设。
第六部分是全文的最核心内容，在系统化、标准化、可行性、安全性、协调性以及目标性原则的基础上提出了我国地方政府跨部门信息共享的机制体系，包括组织管理机制、信息整合机制、经济激励机制和安全保障机制，并且构建地方政府跨部门信息共享机制体系结构图，提出这些机制之间是有机联系的整体，能够整体推进地方政府跨部门信息共享的程度和效度。其中，组织管理机制是基础保障，信息整合机制是内容保障，经济激励机制是长效机制，安全保障是保密机制，这四者是构成地方政府跨部门信息共享机制体系的不可或缺的内容。 第七部分是全文的总结，总结出全文的核心思想和观点。

abstract
The government is the largest information generation and processing center, how to effectively use the government information resources, how to improve the administrative efficiency of government departments, the key is to improve the government information resources sharing level and efficiency, therefore, promote local government cross-department construction of information sharing mechanism become the important points of the present study. This paper mainly discusses from seven parts:
The first part analyses related studies from home and abroad ,foreign's research earlier than China's, local government cross-department information sharing mechanism research mostly in scattered and not system stage in our country, the paper will be based on previous studies, by means of documentation, example method, normative research methods to study the local governments in China cross-department information sharing mechanism .
The second section discusses the related concepts ,including government information resources, government information resources sharing, local government cross-department information sharing and its features, local governments cross-department information sharing mechanism. Meanwhile combed the related theory, such as resource-dependence theory, information flow theory, incentive theory.
The third part analyses our country's local government cross-department information sharing status ,find our government website construction and database system construction more prominent, but still exists many problems, such as Shared sense backwardness, related laws and regulations lag, interest conflict and serious information island, lack of coordination management institutions, the main responsibility is not clear, lack of effective information integration, etc.
The fourth part through the analysis of the problems in China's local governments, this paper puts six barrier factors about influence local government cross-department information sharing, and analyses the basic reason is lack of sharing mechanism, including Shared planning management and project proposal approval mechanisms are not unified, lack of unified management institutions, lack of data standard safeguard mechanism, lack of interest compensation mechanism and lack of information resource integration mechanism.
The fifth part is summarize advanced countries’ experiences ，To guide China's current local government cross-department information sharing construction.
The sixth part is the core content in this paper, base on the systematic, standardization, feasibility, safety, coordination and objective principles are put forward the local governments in China cross-department the sharing of information mechanism system, including organization management mechanism, information integration mechanism, the economic incentive mechanism and security mechanism, and constructing the local government cross-department information sharing mechanism system structure drawing,and than puts forward all mechanism is whole related,Organizational
