Through the project decision-making stage, the implementation stage and using stage activities of the entire process of inspection and summary, determine the main benefit index target investment project to be achieved, whether the implementation of the project decision to be made, project execution to be effective; through the analysis and evaluation to find success and failure causes, sum up the experience, lessons, and make continuous improvement; by collecting and consolidation project completed and put into operation each link information to be realistic effects, evaluation of actual operation project issues recommendations for improvement, in order to improve the operation of the project quality as well as to the future similar project decision-making, management, operation and maintenance and provide reference and practical methods on improving the decision level of management guidance, ensure project success and effective.

China electric power industry in the development speed, quality has created many of the world's first and China State Grid Corp which has been walking in the forefront of the line of duty provides plenty of power for the stable and rapid economic and social development. According to statistics by the end of 2011, it shows power generation in China reached 4.72 trillion million, for the first time China passed the United States, ranking first in the world; Transmission lines in China 220000 kV and above the loop length of 480000 km, substation equipment capacity reached 22 million KVA, grid scale ranked first in the world. With the UHV, inter-regional power grid, the regional and provincial power grid network, urban and rural distribution network construction as a whole, the grid structure in China has been significantly improved, power supply capacity of urban and rural power grid is enhanced significantly, the power universal service level improved significantly, greatly improving the residential electricity conditions. Although the construction of power grid in China has made brilliant achievements that attract worldwide attention, in accordance with the \development, the basic law of the development of electric power shall first\from meeting future objective situation and the reality of the rapid development of the economic society requirements analysis, with the development of the thermal power, hydropower, nuclear energy, wind power, solar energy, biomass and so on, the power distribution of speed, power grid backbone weak problem will become more prominent, long distance, large capacity power grid transmission capacity faces challenges,and

strengthening the power grid structure, enhancing the transmission capacity, improving the reliability and stability of power grid operation and easing the power supply delivery pressure are still the current problems of power grid construction of universal and representative. Therefore, it is a pressing matter of the moment to speed up the construction of smart grid. Power transmission project which is an important part of power system plays an important role in power transmission, transformation, distribution, supply, with higher voltage levels, power supply range more widely, the influence degree of surface features and greater impact. 220000 power transmission project with high voltage, high technology content, long conveying distance, power consumption of small, fast response, good controllability, flexible operation and other characteristics, the construction of power grid in China has acted as the absolute main role, play a irreplaceable role, and has become an important support comprehensive China State Grid Corp to build a strong power grid.

The unit of Shuangyashan Electric Power Bureau is a China State Grid Corp execution unit, shouldering the strong power grid in Shuangyashan power supply region of 22400 square kilometers, in the period of \\Five-Year Plan\the completion of each voltage level transmission and substation project reached nearly 40, among which there are eleven projects of 220000 power transmission. Found in the implementation of the construction, power supply enterprises always pay more attention to power grid construction, rather than post project evaluation approach that has been unable to meet the practical needs. The power grid construction project post evaluation requirements become more and more urgent. Therefore, this paper chooses a representative in the power grid construction of key projects -- the backbone of TB220 kV power transmission construction project as the research object, research results not only provide the countermeasures and ideas to promote the scientific development of the power grid construction project, but also very important reference value, also important to promote sound and rapid economic development of Shuangyashan city.The implementation of the project actual effect is obvious, the targets are to achieve the desired, and achieved good economic benefit and social benefit, the structure of main regional power grid can be effectively improved, a substantial increase in transmission capacity, power transmission capacity significantly increased, the reliability of power supply and power grid stability improve, power card neck problems are completely solved, the positive to alleviate the local power supply delivery pressure, which has made great contribution to promoting the local economic construction.
