摘 要
农业是国民经济的基础产业,“农业、农村、农民”问题始终是关系实现现代化和全面建设小康社会的重大问题,我国能否实现现代化和实现全面小康社会,关键看农业是否实现了现代化和农民是否实现全面小康。“三农”问题的核心是农民问题,而农民问题的关键是农民的素质问题。农村人力资源的开发与利用已经成为解决“三农”问题、提高农村劳动力的整体素质和人力资本存量、促进我国农业和农村经济可持续发展问题的关键。因此,如何合理有效的开发农村人力资源是目前和未来几十年我国农村经济发展的当务之急。
合理有效地开发农村人力资源,对于提高重庆市农村劳动力素质以及合理有效转移农村富余劳动力,进而促进重庆城乡经济共同发展具有十分重要的理论和现实意义。本文运用实证分析与规范分析,定性分析与定量分析,静态分析与动态分析相结合的研究方法全面深入地分析了重庆市农村人力资源开发的现状及其特点,着重分析了未来重庆市农村人力资源开发与城镇化协调发展所面临的主要问题,从具体情况出发探讨了重庆市农村人力资源有效的开发的对策,试图为实践操作提供一些切实可行的方案。
本研究为以城镇化为视角面向重庆市农村人力资源开发的研究。首先,简述本文的研究背景、目的意义、使用的研究方法以及研究的重点难点与创新之处。其次主要从城镇化理论、人力资源理论、人力资本理论、人口迁移理论、公共管理理论等角度进行文献资料的借鉴和综述,确定理论研究边界。再次,对城镇化与农村人力资源开发之间关系的演变规律进行了探究,并在此基础上分析了重庆市城镇化的发展。同时以重庆市农村人力资源开发为切入点,对在城镇化过程中农村人力资源的现状进行定量描述,重点分析了重庆市农村人力资源开发与城镇化协调发展所面临的主要矛盾。最后,依据调查现状提出了城镇化与农村人力资源开发协调发展的对策,并对重庆市城镇化进程中农村人力资源开发进行了总结和展望。

ABSTRACT
Agriculture is the basis of the national economy industries, three agricultural problems \rural areas and farmers\have always been the relationship between modernization and building a moderately prosperous society in major issues, our ability to achieve modernization and the achievement of a comprehensive well-off society, the key depends on whether the realization of modernization in agriculture and the quality problems of farmers. Developing and using of country human resources is the way to improving the quality of farmers and solving the problem of agriculture, rural and farmers. The first priority in developing countryside economy is to develop country human resources.
Developing and using of country human resources will improving the quality of farmers and have a direct influence on the countryside economy of Chongqing, so developing country human resources effectively is important in science and practice. In this thesis, we analyzed the characteristic and status of country human resources development in Chongqing with the method of norm and empirical analysis, qualitative and quantitative analysis, static and dynamic analysis. Following the experience of foreign country about urbanization and rural human resources development, we analysis the status and characteristics of human resource development comprehensive and thorough in rural areas of Chongqing. And focused on analyzing the main problems about coordinated development in the future of human resources in rural areas and development of urbanization that we will face. From the specific conditions, we explore the effective measures of development human resources of rural areas in Chongqing, to attempt to provide some practical programs.
In this study, we research human resources development in rural areas of Chongqing in perspective of urbanization. First, it summarizes the background of this research, the purpose of meaning, the use of research methods and focus of the study difficulties and innovations. Second, it does a literature review and overview of theoretical study to determine the boundary mainly from urban theory, human resources theory, human capital theory, population migration theory, public management theory and so on. Then it explores the evolution of the relationship between urbanization and rural human resources development. And on this basis it analyzes the development of urbanization in Chongqing. Chongqing as an entry point and does a quantitative description for the status quo of rural human resources in the process of urbanization. Analyzes the main contradiction facing in the coordinated development between rural human resources development and urbanization in Chongqing. Finally form the status quo based on the investigation of urbanization and rural human resources development, the paper proposes a solution in coordinated development of countermeasures as well as makes summary and outlook about human resources development in rural of Chongqing in the process of urbanization.
