营利性高等教育在美国由来已久,但是一直作为传统高等教育的补充而存在,处于边缘地位。20世纪,随着新自由主义、新公共管理思想的兴起以及全球化和新技术革命的影响,营利性高校取得了前所未有的发展,在许多国家都建立了以盈利为宗旨的高等教育机构,并在有的国家通过法律的形式肯定了营利性大学作为高等教育重要组成部分的合法地位。即便如此,营利性大学的教育质量一直为人们所诟病。本文正是在这样的背景下,选取了美国营利性大学的质量保障体系这一问题进行研究,为使研究更具有针对性,选取了美国营利性大学中比较具有代表性的凤凰城大学作了案例研究。
本文在正式介绍凤凰城大学(University of Phoenix)的质量保障体系之前,对凤凰城大学的发展现状进行介绍,从凤凰城大学自身的管理、声誉、人才、毕业生满意度入手,并在认证标准、信息素养、学习投入、学习成绩与进步、负担能力和投资回报率几个方面将凤凰城大学与非营利性大学(包括私立非营利性大学和公立非营利性大学)进行比较,来说明凤凰城大学取得的成绩。凤凰城大学之所以能够取得今天的成绩,其质量保障体系功不可没。在对质量保障体系进行分析时,根据主体的不同,将质量保障体系分为外部质量保障体系和内部质量保障体系。其中外部质量保障体系又根据实施主体的不同分为认证、认可和州的监管。凤凰城大学的外部质量保障体系主要是由中北部院校联盟高等教育委员会(HLA)的地区认证,以工商学院与专业协会(ACBSP)为代表的专业认证、高等教育理事会(CHEA)和美国联邦教育部(USDE)的认可、以及亚利桑那州私立中学后管理委员会发放办学许可证构成的整体。凤凰城大学的内部质量保障体系包括课程与专业设置、招生、教学质量控制、学习过程控制、就业指导以及教师聘任几个环节。最后,将凤凰城大学与我国民办高校进行比较,借

A Study on the Quality Assurance System of For-Profit University in the United States——A Case Study of
University of Phoenix
Abstract
For-profit higher education in the United States has a long history, but has been used to supplement the traditional higher education, in the edge position in higher education. In the 20th century, as the rise of new liberalism and new managerialism and the influence of globalization and new technology revolution, for-profit colleges and universities have achieved unprecedented development. Many countries have established for-profit universities and colleges and in some countries even legally affirm the for-profit universities and colleges as an important part of higher education. Even so, the education quality of for-profit Higher Education Institution has been criticized by people. In this background, the author selects to study the quality assurance system of for-profit university in the United States. In order to make research more targeted, the author has done a case study of University of Phoenix which is the representative of for-profit university.
Before formally introducing the quality guarantee system of the University of Phoenix in this paper, the author introduces the current situation of University of Phoenix through its graduates? satisfaction, management, reputation and talent .By compared with non-profit universities in accreditation standards, information literacy, learning, academic performance and progress, the affordability and return on investment to illustrate the achievements of the University of Phoenix. The quality assurance system makes great contribution to the success of University of Phoenix. According to different main body, the quality guarantee system can be divided into external quality assurance system and internal quality assurance system. The external quality assurance system can be divided into accreditation, recognition and licensure by different body. The external quality assurance body of the University of Phoenix is mainly made up of the North-central Region of the Council for Higher Education?s reginal accreditation and Accreditation Council for Business Schools and Programs? programmatic accreditation, the United States Department of Education?s and Council for Higher Education Accreditation?s recognition as well as
