农民工指兼具农民和工人两种身份的劳动者，他们是农村户口，没有放弃土地承包经营权，但主要在城镇的第二、第三产业中工作，经济收入主要是在城镇的务工所得，而不再是传统的农业生产。庞大的农民工群体不仅对我国城市经济的发展、社会的进步做出了重大贡献，而且还促进了城乡交流，对农村经济的发展的贡献也不容忽视。而我国“农民工”和城镇人口是有身份差别的。伴随身份差别的待遇差别、社会福利差别、社会活动权力差别使农民工成为了劳动力市场上的弱势群体，使他们长期处于城市社会的边缘。这在社会公平的角度来讲，是一种不合理的现象。农民工的权益和社会保障问题越来越受到人们的关注，农民工的社会养老保险问题是一个急需解决但一直没有很好解决的问题。
本文结合我国农民工社会养老保险发展的现状和问题，指出了建立农民工社会养老保险的必要性和可行性，并提出了深化户籍制度改革、加快土地换保障的进程、加强农民工养老保险立法、加强劳动监察、降低参保门槛、实行有差别的养老保险制度、取消一次性发放个人账户、建立养老保险关系跨地区转移机制等建立农民工社会养老保险的政策建议。
本文正文共分为五部分，第一部分是导论，主要论述了选题背景和研究意义，国内的研究现状，介绍了论文的研究思路、方法及主要创新点；第二部分介绍了我国农民工社会养老保险的现状和问题，其中介绍了国内比较典型的农民工社会养老保险类型和农民工社会养老保险运行中的问题，分析了农民工社会养老保险推行困难的原因；第三部分分析了建立农民工社会养老保险的必要性和可行性，指出在我国建立农民工社会养老保险是必要的，也是可行的；第四部分对建立农民工社会养老保险制度提出了政策建议；第五部分是结论。

Migrant workers are those who are both farmers and workers. They come from the countryside and did not give up the right to operate the land contract. They work in the second and third industries, and their main income is the salary of working in the city, but not the income from the traditional agriculture. With the accelerated process of the urbanization, the rural economic reformation and the adjustment of the industrial structure in our country, it is inevitable that the surplus rural labour force works in the non-farming industries in cities. The ample migrant worker group have made great contributions not only to the development of China's urban economic and social progress, but also to the communication of the urban and rural and the development of rural economy. But in China, there are some differences between the migrant workers and the citizens. With the differences of the identity treatment, the social welfare and the power of the social activities, the migrant worker becomes the vulnerable group, which is the margin of the society. It is an unreasonable phenomenon from the point of the social fairness. People become more and more to concern the rights, the interests and the social security of the migrant workers. Migrant workers' social pension insurance is an urgent issue to resolve but there has been no good measure to solve the problem.
This paper, with the current situation and development issues of China migrant workers’ social pension insurance, pointed out that the necessity and feasibility of the establishment of migrant works' social pension insurance. And also proposed the policy recommendations of the establishment of migrant works' social pension insurance, such as deepening the reform of the household registration system, speeding up the processof changing land for protection, strengthening the legislation of migrant workers' pension insurance, strengthening the inspection of labour, lowering the threshold for participation in the insurance, implementing different system of social pension insurance, cancelling one-time payment of personal accounts, establishing the mechanisms of trans-regional transferring of pension insurance relations and so on.

Abstract This paper has five parts. The first part is the introduction, including the background, the significance, the current situation, the construction and the method of the paper. The second part is the simple analysis of the current social security of the migrant workers, which introduces the typical example of them and the problems of the current situation. The third part analyzes the necessity and the feasibility of the establishment of the social pension insurance of the migrant workers in China. The forth part gives some proposes of the social pension insurance of the migrant workers. The last part is the conclusion. Key Words: Migrant Workers; Pension Insurance; Subsequent Transfer
