农村集体经济股份合作制改革研究 THE RESEARCH ON JOINT-STOCK COOPERATIVE SYSTEM OF RURAL COLLECTIVE ECONOMY ——BASED ON SHANGHAI MINHAGN DISTRICT ABSTRACT Since 1980s, in some rural urbanization area of Guangdong, Beijing, Jiangsu, Zhejiang, Shanghai and other economically developed provinces, some rural collective economic organization with good economic foundation implemented the reform of the stock cooperation system, which played a positive role for the economic and social development. By used institutional Change, joint-stock cooperative system theory, the article generally introduces the reform of collective economy development process of our country rural property right system and analyses of China's rural collective economic joint-stock cooperative system mode, reform and evolution trend, the experience of other area reform as reference to Minhang District and the defect of community share cooperation system.This paper focuses on the analysis of reform of share of Minhang District rural collective economy system, and makes the reform of Xinzhuang industrial district rural collective economic cooperative shares system as an example to make a case analysis. 农村集体经济股份合作制改革研究 choose reform mode by suit measures to local conditions, push the open of effective implementation of democratic, master the key link of the reform; The article discusses the reform of joint-stock cooperative system after the reform of property right arrangement in four respects of the ownership structure, ownership transfer mechanism, distribution system, corporate governance structure; The reform made the property rights clear in the sight of the relationship, established a long-term mechanism to increase farmers' income in the sight of allocated mechanism, established democratic management operational mechanism in the sight of governance structure, promoted rural collective economy sustainable development in the sight of the comprehensive benefits, promoted social harmony and stability in rural areas in the sight of social management. The author thinks there some problems appeared as following and need to be solved in the process of reform.
first, on the policy level, the problem is that tax burden of collective economic organizations is heavy after the reform ,and the legal status rural community share-holding cooperation is not clear,and there are some restricting factors In the industrial and commercial registration,and In the process of reform, existing policy obstacle; second, on the operational level, the problem is there
some mistake for the understanding of reform, the organization development orientation is not clear after the reform, the villagers which have given up shares have not chance to share, reform organization is strong closure. 农村集体经济股份合作制改革研究 status should be made clear, Formulating preferential policies about the industrial and commercial registration, strengthen policy research; second, on the operational level, reform propaganda should be increased, collective economic organizations of the stock cooperation system reform after the development of positioning should be made more clear, the the wait-and-see period of investment should be established, and make efforts to open the enterprise development path. And the development and distribution, collective shares post shares and individual shares , speed and quality of reform should be well managed. In addition, the article introduces how to effectively solve the collective land asset, take appropriate ways to reform, make it clear of collective property, accurately define membership and agricultural age statistics, solved the problem of open, fairness and justness. Finally, the author summarize three conclusions.
