1.绪论
1.1研究背景及意义
项目管理是第二次世界大战后期发展起来的重大管理技术之一，主要是指以项目为对象的系统管理方法，通过一个临时性的专门的柔性组织，对项目进行高效率的计划、组织、指导和控制，以实现项目全过程的动态管理和项目目标的综合协调与优化1。由于项目管理在科学研究及生产实践中显示出的强大效能，因此在世界各国各行业已得到普遍地推广与应用。而随着项目管理在各行各业的应用及多元化发展，必然出现了行业项目管理的新需求。公用的项目管理方法体系需要结合行业项目的特色进行充实与完善，类似工程项目管理、国防项目管理、IT项目管理、研发项目管理，甚至像软件项目管理、产品研制项目管理等更细化的应用领域的项目管理研究将日益普及。
K8E工程就是在这种背景下产生的。它是一个高科技、高风险、长周期的大型航空产品成套技术出口项目，是我国航空工业第一次向国外成套转让飞机生产线技术，涉及面从设计技术到工艺技术，从产品制造到生产线的建设和全过程管理。其执行时间长、要求高、管理幅度大、执行的难度和风险大均是前所未有的。
众所周知，航空工业是高、精、尖技术密集、资金密集的大型制造业，其水平的高低往往体现着一个国家的制造业水平的高低。一架飞机乃至一种飞机型号往往都是一个大型、特大型的复杂项目，在管理上应用项目管理技术是历史的必然，也是一种国际化的发展趋势。但是，当时我国大多数航空企业的工程管理系统基本上还沿用二十世纪50年代前苏联的管理模式，80年代开始进行了一定的改进、提高。到90年代，项目管理虽然在航空领域有了长足的发展，却更多的集中在航空产品研制项目或合作开发某种产品项目中。对于像K8E工程这样的航空产品成套技术出口项目没有太多运用项目管理的经验。特别是，这种工程一般还有其特殊的政治背景。如何将特定的政治背景和市场运作模式相结合成为摆在我们面前亟需解决的问题。现有的国际标准项目管理模式已经不能完全适应这种航空产品成套技术出口项目，我们需要探求一种更加完善的、符合中国航空企业实际的项目管理理论和方法。
K8E工程给我们提供了这个研究和实践机会。其之所以能够取得成功，是A集团勇于对传统的管理体制进行变革，积极推行项目管理，并根据项目的实际特点对现有项目管理模式进行必要优化的结果。在经济全球化和国际化日益明显的今天，在中国已经加入WTO达数年之久时，如果能够深入、具体的分析现有项

目管理模式是如何运用并进一步发展地，一方面对A集团以及整个中国航空企业今后在产品研制、市场开拓、国外合作生产项目等方面如何合理运用项目管理模式有着积极的借鉴作用；另一方面，该课题的研究也对现有项目管理知识体系在具体行业中的进一步完善具有一定的参考价值。
1.2本研究的国内外综述
项目管理经过半个世纪的发展，其内涵得到了极大的充实和扩展。当今的项目管理已是一种管理方式、一门管理学科的代名词，并已成为了一门多维度、多层次的综合性交叉学科，形成了其独特的知识体系。作为一门应用性极强的科学，项目管理也在大量的项目实践中得到了不断地深化和推广。
1.2.1国际标准项目管理模式概述
目前，国际上存在两大项目管理研究体系：以美国为首的美国项目管理协会（Project Management Institute，PMI）体系和以欧洲为首的国际项目管理协会（International Project Management Association，IPMA）体系，其中PMI开发的项目管理知识体系（Project Management Body of Knowledge，PMBOK）是国际公认的项目管理学科和专业的基础，国际标准化组织以该文件为框架，制订了ISO10006有关项目管理的标准。常见项目管理研究机构见表1.1。 项目管理研究机构 美国项目管理协会 国际项目管理协会 中国项目管理研究委员会 （IPMA之团体会员）
PMBOK为所有项目的管理提供了一个知识架构，包括：9个项目管理领域、39个主要项目管理过程、4个典型项目生命期阶段、5个项目管理过程组、5种组织结构类型。
（1）项目是指“为提供某项独特产品、服务或结果所做的临时性努力” 3，项目管理指“把各种知识、技能、手段和技术应用于项目活动之中，以达到项目的要求” 4。2000版PMBOK把项目管理划分为了9个管理领域：范围管理、时

间管理、成本管理、质量管理、人力资源管理、沟通管理、采购管理、风险管理和综合管理。每个管理领域包含了很多管理过程，共39个主要过程，详见图1.1。

（2）项目生命期是“总体上连续的各个项目阶段的全体，项目阶段的数量和名称由参加项目的机构的控制需要所决定” 5。项目生命期最典型的形式包括4个项目生命期阶段：启动阶段（概念阶段）、计划阶段（开发阶段）、实施阶段（执行阶段）和收尾阶段（结束阶段）。详见图1.2。
