abstract
With the establishment of China's socialist market economic system, the reform of continuously thorough, the social and economic structure is undergoing tremendous and profound changes. The change of interest pattern, enhance people's rights consciousness, democratic rule by law gradually mature, all kinds of social contradictions also show, especially the last few years, the group events in China has been a frequent and rise, become prominent issues affecting social harmony and stability, caused wide attention of all circles of the society, has an important influence on the construction of Harmonious Society of socialism in china.
Local government is the prevention and disposal of sudden mass events in the first line of defense, and the contradiction is the group events directly to the government at the grass-roots level; group events disposal capacity and efficiency directly determines the mass incidents, development, intensification. In recent years, the group number of trends, highlights the lag and lack of the ability of local governments to respond to group events is weak and public governance.
Based on the existing research results, comprehensive research achievements through to the present stage of group events and achievements obtained by, for systemic analysis of group events, the outbreak process as well as the final solution to the whole process from origin, analysis, explore its practical significance to the government at the grass-roots level.
This topic is divided into four parts, the first part mainly is carries on the elaboration from the concept, characteristics, types of group events; the second part is the analysis of the causes of group events, through careful analysis, to explore the causes of group events; the third part is mainly from the lack of grass-roots government in the disposal of group events and the predicament, by exposing existing problems, analyze the causes, indicates the direction for the grass-roots government in dealing with group events. The fourth part is the innovation point of this paper, is the use 4of more pen and ink are discussed in this paper, starting from the concept, mechanism and mode, according to the local government in the presence of disposing group incidents dilemma, clear the local government how to treat the group events, how to improve the group mechanism, through the effective way to advance the disposal of group events, through this research, has practical significance for local government to deal with group events.

Hope that through this paper writing, to further enhance the ability of local governments to deal with group events, further establish and improve the mechanism of group events, event processing group effective, tamp the foundation of social stability, effectively guarantee the deepening of the reform to promote the construction of harmonious, beautiful homes.
