摘要
目前上海正处在经济结构提升、经济体制转轨、社会结构转型、城市功能转换的关键时期，公共文化服务成为建设和谐社会的重要组成部分。有关专家统计,目前我国文化消费量有３０００～４０００亿元人民币的结构性缺口。随着我国公民对公共文化需求的迅速上升，与改革开放初期相比，广大公民对公共文化设施、文化娱乐活动、出版物的阅读、广播影视服务等诸多方面提出了更多、更高的要求，对实现自身文需求的愿望也更为迫切。这就要求城市的管理者和政策制定者适时的提供公共文化产品,来满足公民的文化需求,因此研究上海公共文化服务发展过程中的趋势和规律,必将对上海公共文化服务的发展及社会进步有着积极的意义。
加强公共文化服务体系建设，是繁荣发展社会主义先进文化、构建社会主义和谐社会的必然要求，是实现好、维护好、发展好人民群众基本文化权益的主要途径，对于促进人的全面发展、提高全民族的思想道德和科学文化素质、建设富强民主文明和谐的社会主义现代化国家，具有重大意义。
当今时代，新媒体在公共文化传播中的地位日趋提升，其受众之多，传播范围之广，对于公共文化影响之深远，达到前所未有的高度。然而，新媒体私有性的本质导致其逐利性。不法分子为实现其私人利益最大化，通过新媒体传播色情，暴力等不良信息，低俗文化日渐蔓延，逐步侵蚀着民众之心，对于社会的稳定和谐造成了极大的伤害。加强公共文化服务体系建设可以矫正视听，对于低俗文化产生振聋发聩的影响。因而，当今时代迫切需要加强对于公共文化服务体系的建设。
尽管近年来上海在公共文化建设方面取得了举世瞩目的成就，受到历史条件的制约，其仍存在许多不足。例如人均公共文化设施不足，资金投向不合理，公民满意度不高，现有各文化平台各自为阵，资源缺乏有效整合等方方面面仍有不足。
因此，建议建设公共文化服务平台，以整合现有平台资源，重组资金构成，加强公共文化服务体系的效率。故而，本课题具有重大意义。

本文主要运用公共产品理论、新公共服务理论，第三部门理论及其他社会科学研究方法对上海公共文化服务的现状、问题进行了分析和归纳。本论文通过对以英国为代表的“一臂之距”三级分权行政管理的公共文化服务供给模式，和对以美国为代表的完全市场化的公共文化服务供给模式的深入研究，通过对其供给主体，供给体制，治理机制，资金来源等方面的分析，深入剖析两种模式各自的优势与不足，并针对上海的现实状况，梳理上海搭建公共文化服务体系的思路及发展脉络。解析上海如何在自身历史条件不足的情况下，吸取英美模式各自的精华，创造性地改良，发展具有上海特色的公共文化服务模式。对于上海公共文化配送平台，对于长宁“邀标造戏”模式等具有上海特色的公共文化服务创新之举，进行深入分析，给予中肯评价。
论文创新：基于上海现有的公共文化服务体系的建设思路，提出整合现有公共文化资源，以线上线下联动的Ｏ２Ｏ方式，通过建设上海公共文化服务平台，以进一步提高上海公共文化服务质量，并从平台参与主体，平台理念，政府职责，现有资源整合，平台资金募集等方面，给出具体的建设性方案。

ABSTRACT
Currently, Shanghai is in the upgrading of economic structure, economic system transformation, social transformation, critical period of transformation of urban functions, construction of public cultural services become an important component of a harmonious society. Experts to statistics, China’s cultural consumption in 3000~4000 structural gap billion yuan. With the cultural needs of our citizens on the rapid rise of public compared with the reform and opening up, the majority of citizens in public cultural facilities, cultural and recreation activities, publications, reading, radio and television services, and many more put forward higher requirements for to the realization of the aspirations of their own culture and more urgent quest. This requires that the city managers and policymakers to provide timely public cultural products to meet the cultural needs of citizens, so of Shanghai during the development of public cultural services, trends and patterns, Shanghai is bound to the development of public cultural services and social progress has a positive meaning.
Enhancing the construction of public cultural service system, is the necessary requirement of developing Socialism advanced culture and constructing Socialism harmonious society, which is the major pattern of developing, maintaining people?s fundamental cultural equity. It has important sense in raising the standard of ethnic and science and construct a modern society, which is rich,democratic and harmonious.

In contemporary society, new media has played a more and more important role in the spreading of public culture, which has a wide population, an extensive scope, profound influence in public culture,the extent of which is hard to imagine before. However, the personal owned nature of new media brings new media the nature of selfish.Pornographic and violent content are widely spreading through new media, which is eroding people?s will and undermine the safety of a society. Enhancing the construction of public cultural service system can purify the society, and prevent the spread of vulgar culture.Therefore, it is urgent to enhancing the construction of public culture. Notwithstanding the fact that Shanghai has attained great achievement in recent years and acknowledged by the world, it still has many shortages. Lack of cultural facility, unreasonable investment, lack of satisfaction and separation of existing cultural platform and lack of integration of resources are major problems. This graduation thesis gives suggestion of constructing a public cultural platform to integrate existing resources, reconstruct capital, which can help raising efficiency of public cultural system. Therefore，this graduation thesis deserves important sense.
Public Products Theory, New Public Service Theory, Third Department Theory as well as other social science research methods are used in this graduation thesis to study, analyze and conclude the status quo of Shanghai public cultural service. There are two major public cultural service patterns in the world. One is ?an arm?s distance? three classes decentralized administration pattern represented by Britain, and the other is total competitive market pattern represented by the United States. In contrast to the two different patterns of their providers, supply systems, governance mechanisms, resources of capital, this graduation thesis deeply analyzes the pros and cons of both patterns, with the intention of providing useful reference for the future development of Shanghai public cultural service system.

Notwithstanding the fact that Shanghai is short of cultural facility in historical conditions, Shanghai assimilates the essence of both British pattern and American pattern into the construction of Shanghai public cultural system, improve the patterns in a creative way, which lives up to the status quo of Shanghai, and gradually forms Shanghai features. The construction of Shanghai public cultural distribution platform, and the creative pattern of Changning District ‘to create a drama based on invitation to bid’ and several other creative actions taken by Shanghai government, shows that Shanghai is improving the public culture supply pattern and creates its own system.
The creative point of the graduation thesis is that suggest creating Shanghai public cultural service platform, so that it can integrate existing resources and use O2O pattern to further improve the standard of Shanghai public cultural service. This graduation thesis also gives specific constructive proposals about the platform in terms of its providers, idea, functions of the government, and the way about how to integrate resources and how to raise capitals.
